Check that emission timeseries do not contain NAs

Started from an observation from @ywpratama we should check that NAs in emission time series do not throw off harmonization and/or infilling. @jkikstra, you understand this topic better than me in all the implementation details, please feel free to provide more details and tackle the issue.
