Add option to silence output from tqdm progress bars for usage in "server mode" #85

Currently, when running climate-assessment, we get a lot of output from tqdm. This is really useful when using an interactive console. However, when we're running as part of the Scenario Explorer processing, the output is taking up a lot of room in the logs:

In principle, there is a way to silence tqdm and I have managed to do so for harmonization and infilling here: iiasa/climate-processor#39. After a bit of trial and error I found this way to silence the output:

tqdm.tqdm = lambda *args, **kwargs: tqdm.std.tqdm(
                *args, **kwargs, disable=True
            )

However, once the parallel runs are started there is a lot of output again.
I am aware that some of these tqdm instances are not actually part of climate-assessment but rather other packages, but I thought I'd start the issue here.
