Description

Summary : Use a phone to visit a smooth-scrollbar enabled web page, can't zoom-in/out the web page by fingers.
Expected Behavior: zoom-in/out function by fingers should be workable.

Steps to Reproduce

1. Use a phone to visit an smooth-scrollbar enabled web page
2. Use fingers to zoom-in/out the web-page, nothing changed.
3. Remove the smooth-scrollbar setting (e.g. remove the width/height setting for #my-scrollbar), the zoom function is back but smooth scrolling is gone.
