Create tagging system for MOOSE releases

Motivation

Creating a MOOSE release is a time consuming process, requires searching on Civet for the elusive link(s) containing the statuses required to prove the provided HASH is a suitable release candidate.

Design

Create a helper script which will report the links to MOOSE's CI/CD involved with testing the supplied HASH.

Impact

Will allow any MOOSE based application owner easier access to producing release candidates.
