Move key manager to Cloudflare Workers

Cloudflare has very poor latency guarantees for use of Workers KV through their REST API, which is necessary since we currently deploy to AWS.

I am getting annoyed with this.
After discussion with leadership, we will move to Cloudflare Workers so we can have better load times.
