Publish the released cloud-agent packages to the main registries (Docker Hub, Maven Central, NPMJS)

Proposed feature

The Identus Community needs to fetch the packages of the Identus Cloud Agent from the well-known registries:

• Cloud Agent must be published to the Docker Hub
• identus:cloud-agent-client-kotlin must be published to the Docker Hub
• identus:cloud-agent-client-ts must be published to the NPMJS

Feature description

The CI should be changed to publish the released artifacts to well-known registries.
At the same time, the general revision build should be published with the ghrc so we can clean up the outdated packages.
