访问obs的链接中的url不能识别 #31

在accumulo中我想使用OBS做代替HDFS,在accumulo安装包的lib目录下添加了hadoop-huaweicloud-3.1.1-hw-40.jar，初始化报错，原因是因为链接中的‘%2F’应该转义成‘/’
