Is "Locked" the default for Accessory screen tile layout? #2344

Current Situation

When navigating to the Accessories screen, the accessory layout is set to Locked (lock icon in upper right corner of screen) and the accessory tiles cannot be moved around. When the Unlock icon is pressed, the tiles can be moved around. Leaving the setting as Unlocked, when navigating away from the Accessories screen and then returning, the setting is set to Locked again.
Is this the new default behavior?

This behavior also occurs on the Status page.
