I compiled this on my server, changed the localhost address to 0.0.0.0, and connected and I see an orange box. I got the "About" box to come up, but there are no controls. There are no instructions. Nothing to start a recording or project. Is this working?

yes, it should be working, but to be honest, this Github project isn't in a very polished shape. I've just published what I had been running at that time.

The README mentions some limitations, e.g. the one which applies here:

Currently, there is no administration support. New projects have to be created by running an SQL query. Support for an administration interface is planned.

So in essence, the end-user part is polished, but the admin part isn't at all and needs manual tinkering with the database and constructing the proper URL.

I'm keeping this issue open as a reminder to update the README, which still says that such admin support is planned, but is unlikely to be implemented by me sometime soon.

If you've got specific questions, I'm happy to answer them though!
