In medicationDispense/authorizingPrescription why we don'have a reference to a BeMedicationRequest

In the BeMedicationDispense Profile
Could you explain why we don't have a reference to a BeMedicationRequest for medicationDispense/authorizingPrescription ?

My perspective: We could constrain it to be only BeMedicationRequest, but I think this should be discussed, since currently BeMedicationRequest is only for prescription and we may have other types of medication request (e.g. proposals, or instance-order) so I would not want to constrain it yet.

Dispense can be used for all kind of dispenses (f.e. hospital dispenses on top of the general recip-e medication prescription, a dispense without prescription in a pharmacy)
If we link to BeMedicationRequest it has a functional impact
