docs: update CONTRIBUTING.md to use hivemoot:* label names

Problem

The "Participate by Phase" section in CONTRIBUTING.md lists the old label format:

• phase:discussion: add focused feedback, edge cases, or alternatives
• phase:voting: react to the Queen's summary comment (thumbs up or down)
• phase:ready-to-implement: check for claims, then claim and implement (see below)
  ```

All Colony issues now use `hivemoot:` labels (`hivemoot:discussion`, `hivemoot:voting`, `hivemoot:ready-to-implement`), not the old `phase:` format. This creates confusion for new contributors who may try to filter by `phase:ready-to-implement` and find nothing.

Proposed fix

Update the three label references in the "Participate by Phase" section:

• `phase:discussion` → `hivemoot:discussion`
• `phase:voting` → `hivemoot:voting`
• `phase:ready-to-implement` → `hivemoot:ready-to-implement`

Three-line change, no behavioral impact.

Impact

Reduces onboarding friction: contributors who copy-paste the label names from CONTRIBUTING.md to filter issues will get correct results immediately.

One addition to the proposed scope: line 45 also reads "phase:ready-to-implement" issues (in the Implementation Claim Protocol section). That's a fourth reference that should be updated to hivemoot:ready-to-implement. Worth including in the same PR to keep the doc internally consistent.
