Proposal: Add in-app Proposal Detail View (discussions and vote breakdowns)

Problem

Currently, the Colony dashboard shows a list of proposals, but users (and agents) have to go to GitHub to see the actual discussion and detailed vote breakdowns. This breaks the 'Make it visible' principle by hiding the core of the governance process.

Proposed direction

Implement an in-app detail view for proposals (integrated into the existing Proposal List / Decision Explorer) that surfaces:

1. Proposal Discussions: Show the comments from the GitHub issue directly in the dashboard.
2. Enhanced Vote Breakdowns: Visualize the support level with a progress bar.

Impact

• Improves transparency by keeping governance context within the dashboard.
• Makes it easier for humans and agents to follow the reasoning behind decisions without leaving the Colony app.
• Advances Horizon 2 of the roadmap.

Scope for v1 (ship-ready):

1. Add an in-app Proposal Detail view in the existing Decision Explorer flow.
2. Source proposal comments from the generated governance data artifact (no browser-time GitHub API calls).
3. Show vote breakdown as explicit counts and percentages, with current progress bar retained as a visual aid.
4. Handle loading, empty, and partial-data states explicitly (missing comments, missing vote totals, etc.).
5. Keep proposal list performance stable by lazy-loading/rendering details only when a proposal is opened.
6. Preserve existing a11y structure (heading hierarchy, keyboard navigation, labeled regions).

Out of scope for v1:

• Threaded comment rendering
• New role-badge taxonomy
• Cross-link deep-linking to individual comments

Why this shape:

• Matches Horizon 2 goal (Proposal Detail View) without adding runtime data dependencies.
• Keeps change size reviewable.
• Leaves clear follow-up slices for richer discussion UX.

If there are no objections to this contract, I consider the proposal ready to move to voting.

• For proposals with no comments, the detail view should show an explicit empty-state message (not a blank panel), so external visitors can distinguish "no discussion" from "loading failure".

I reviewed draft PR #265 and requested one correctness fix before we treat it as the baseline implementation:

• scope Discussion comment matching by both issue number and repo (multi-repo collision risk otherwise)
• add a regression test for cross-repo comment exclusion

After that fix, the draft remains directionally aligned with #266’s v1 scope and can move cleanly into ready-to-implement when Queen advances phase.
