Uninstaller does not remove Heroku from PATH

What is the current behavior?

After I uninstall Heroku CLI on Windows, %PATH% still contains C:\Program Files\heroku\bin.

What is the expected behavior?

C:\Program Files\heroku\bin should be removed from %PATH%

Also, I think that the installer should modify the system PATH instead of the user's PATH, because the software is installed system-wide to C:\Program Files, i. e. is made available to all users.
