(Overhaul) Lithium should not be valid with more than 2 lead touching #45
Description
Appears the planner will see Lithium sinks as valid if they are axial to 2 lead and have a casing. However, they should be considered invalid if they have more than 2 lead adjacent to them (axial or not).
Example reactor with 2 invalid Lithium heat sinks that the v2.1.7 planner says is valid
