[infra] Create a docker registry proxy, rather than self hosting a registry

Self hosting a registry is comparatively fraught with danger compared to how commodity it is. I think it would be easier to write a simple proxy in go to do what we need it to do and then forwarding to GCR (or whatever), rather than self hosting.
