Add Translate Extension to Enable Multilingual Support

It would be beneficial to install the Translate extension on this MediaWiki instance to support multilingual content.

The Translate extension allows contributors to translate wiki pages into multiple languages and manage translations efficiently. This addition would help make the Haskell Wiki accessible to a broader, international audience, enhancing inclusivity and community engagement.

I think this is a great suggestion! I’ll look into it right away. If it doesn’t doesn’t require any supporting services then it should be just adding the extension. We need to allow translators to use it. If you want to start, please reply with the languages you want to translate into. We need to know your wiki username. Please send it back so I can set you up as a translator for Korean. (I don't need to know your password, just your username.) In general, we don't cross-reference email addresses with usernames, so I don't know your username. Hey @nattybear , I've recently been helping out a little bit with wiki administration. Would you like to open a PR adding the Translation extension? I think it's as simple as adding it to the list of extensions. You could also test it with the test VM, as described in the README.

We're all a bit low on resources at the moment, so if you could help out it would be great!
