arm64 layer version 8 crash on startup

Steps to reproduce: add the arm64:8 layer. My region is us-east-2. My functions runtime is python 3.12 on arm64 but I don't believe that affects the extension.
v7 works fine.

Error: /opt/extensions/vault-lambda-extension: /opt/extensions/vault-lambda-extension: cannot execute binary file

Same happens with node runtime. I get the following error message:
Error: fork/exec /opt/extensions/vault-lambda-extension: exec format error Extension.LaunchError

Layer arm64:6 works fine.

same here for version 11, targeting arm64 java 21 lambda.
