Publish the extension in me-central-1

Hi Team,

I'm getting an no resource-based policy allows the lambda:GetLayerVersion action error when attempting to deploy a Lambda function to the me-central-1 region that has a dependency on this extension. My lambda works fine when it is deployed to other regions like me-south-1

I can confirm this as well. Can you please publish the Lambda layer also to me-central-1? Thank you!
