Feature request: Versions for terraform

This revisits the conversation in #79

homebrew-core supports a versioning feature: https://github.com/Homebrew/brew/blob/master/docs/Versions.md

Since many of the binaries are still available in https://releases.hashicorp.com/terraform/, I would like to propose hashicorp/tap to take advantage of the versions feature for terraform, until the version is end-of-life and no longer available. I believe the latest major.minor of terraform is all we really need.

Ideally, we ought to try and adopt the latest terraform. However, some of us are unable to immediately for various reasons. I would like to propose this feature to ease our way forward.

This would be a great feature.
Currently, I am not able to install a different terraform version than latest via brew on my Mac.

The only way i figure it out is to always use custom docker image :)
