Add R_VERSION Register

Let's add and implement the new R_VERSION register.

This is an array of multiple version numbers from the previous protocol version. For now, we will need to mirror the information already present in the previous registers in both places and keep the old registers. (Long term, the register numbers will be updated and redundant registers will be deleted.)
