Nominate Hyogo Prefectural Police for Ig Nobel Prize #166

The official page says the Ig Nobel Prize is an award for achievements that "make people laugh, and then think."
Hyogo Prefectural Police and their action had a tremendous contribution to make people all over the world laugh with their stupidity, and then gave a profound indication about the risk of writing JavaScript code under a police system whose technological knowledge is poor. Thus, I think they deserve the honor of Ig Nobel Prize.
To nominate them, I have to write a letter. To make the letter persuasive, I have to collect the facts and clearly describe their honorable achievement. It's time-consuming. I wonder if somebody helps me.
