Add "login as judge" as an action on admin table #312

Under the actions for judges, it would be nice to have a place to click to be able to log-in as a judge. It would simply redirect you to the login page with the code pre-filled in.
Pre-existing Issue or Justification
Currently, I have to copy and paste the judge code to open a judge from the admin dashboard. This is used for a variety of reasons from debugging to helping a judge. This would make it very easy for admins to access a specific judge's portal.
