Implement Progressive Web App features
Current behavior
We have a responsive, mobile-first design, and a Service Worker that caches content for offline viewing. It would be great to build in more features so this could be a full Progressive Web App (PWA).
Suggested behavior

Add manifest.webmanifest

Add app icons (same wheelchair icon and blue background from nav bar) in all sizes needed
