Improvement Proposal: Hashed Time-Locked Contract Transactions

Gridcoin Team/Community,

I think it would be beneficial to implement Hashed Time-Locked Contract (HTLC) transactions to allow the potential of cross chain atomic swaps between Gridcoin and other supported chains.

Please see Bitcoin's BIP 199 for details.

Not urgent, low priority, long term value.
