Error in running bazel run //:gazelle-update-repos && bazel run //:gazelle

I'm getting error after running this command.
bazel run //:gazelle-update-repos && bazel run //:gazelle

Output:

I tried adding exports_files(["WORKSPACE"]) at the end of BUILD.bazel but still getting the same error.
