Add maintainer file

Hi @mudler

As we discussion at mudler/LocalAI#1222 the maintainer of this repo.

Here maybe we can add a file name CODEOWNERS to mentioned someone though the GitHub event. All settings are in the repo settings. This is not mean who is the code owner, it can notify the maintainer automatically.

Example below:
