Cannot sign tx's with nonce 0 in offline mode

Users are unable to sign a tx with v.1.6.0 in offline mode.

This is reproducible:

1. Disconnect from wifi
2. Launch App
3. Try to sign a transaction and select nonce 0
4. App will refuse

This seems to be fixed with #266. Is there a reason why that hasn't been merged? Cc: @markusschaden
