I think you should download the dataset from here first

Maybe you haven't pulled the lfs files from the source, try git lfs pull to solve this problem.

i meet the same error .

my solution is re-download the dataset from
https://github.com/giacgiuliari/icarus-framework/blob/master/icarus_simulator/data/GDP_PPP_1990_2015_5arcmin_v2.nc
,then it will get a file(134MB),instead of 134 byte.
