What the title says. The NVIDIA DGX Spark (and all its clones) could benefit from a package like this.

This was not possible until #16497 was merged recently. Feel free to open a pull request, you probably just need to add linux/arm64 here. Keep in mind that it might block CI due to #11888, it's been almost a year now so might be a good idea to give it a shot again.
