[Feature Request] Add CrisperWhisper Support

CrisperWhisper https://huggingface.co/nyrahealth/CrisperWhisper/tree/main, a munch more advanced variant of OpenAI Whisper, has been released on Huggingface and it seems more accurate than v3. Will whisper.cpp add CrisperWhiper in the future?

Be aware Crisper Whisper only supports English and German.

I converted this "fine-tuned" model using convert-h5-to-ggml. However I deleted it when I got "empty" results in a non-target language. Unfortunately I did not check English or German, but it could work.
