Ability to run only the API & Explorer with external network (eg: Sovereign Shard)

Hello, I think it would be useful to be able to run only the API & Explorer with an external network.

Eg: in the case of Sovereign Shards, one could easily setup an API & Explorer locally for debugging purposes.
