User management - Team admins are also prevented from creating projects when Org setting "let members create projects" is set to false

Environment

SaaS (https://sentry.io/)

Steps to Reproduce

1. have 2 users with role Member inside Org A
2. Have 1 of those users have the contributor role and the other Team Admin in Team A
3. Disable "let members create projects"
4. Try and create a project for Team admin of Team A

This is a follow up of #81310 (comment)

Expected Result

Team Admin would be able to create a Project even though their role is Org level Member.
Marking as a Team admin would make this user an admin for their team. (Global Admin is deprecated, Manager is too much of a role and makes you automatically a team admin for all teams)
