Update nostr-tools to improve multiple relay support

Follow-up of #486

The current version has an issue that it won't reconnect to a relay until all relays disconnect.

This should be fixed with the latest version of nostr-tools, combined with enabling reconnects and ping (TBC - I had some issues with enabling ping)

Maybe the reconnect loop can be removed for subscribing
