In all the steam games I've tried with this so far, the deadzone for joysticks is set far higher than I'd like. I'm unsure where this can be configured. Events arbitrarily close to the origin show up in evtest, so it's somewhere higher level that ignores them. Probably Steam.

Steam actually now has multiple ways of configuring dead zones, but I can't get any of them to make a difference (in Overcooked 2).

We can work around this with a2a1ad7. Having tried a few values, it seems that --deadzone 0.25 is at least close to the optimal setting for Steam
