The Q with diaeresis is used to indicate the Arabic letter qaaf (ق) when transliterating Arabic. There are two problems with the Q with diaeresis in EB Garamond:
The long-tail Q doesn’t apply in either the regular font or in small caps, it only applies for the regular Q.
The diaeresis is too close to the uppercase Q, almost touching it.
