Per #444, we should probably include LIBKML in our VCPKG config, it is available as an option.

Closing this, as the decision was to leave LIBKML out of the release, in part due to challenges related to building it with VCPKG across the versions of manylinux that we support. Added #472 as a replacement to this issue.
