One option:
copy and paste replace the old one, make a copy of it for archive
don't change the name yet - navigation menu has to manually insert the pages
Other option:
commit but don't merge - wait until decision about website platform

using "(in progress)" to flag mentions of articles that don't exist yet - we'll need to go back and add their URLs once they're published.
