type=state returns counties

`type=state` is returning not just states, but counties.

For example, `type=state&filter=countrycode:us` should be limited to the fifty US states, but actually it also returns counties, like `Franklin County, TX`.

`type=state` should only return results with a `result_type` of `state`.

Maybe there could be a `county` type to get counties?
