Move Java flag setup to inside the elasticsearch-plugin.

Would be very nice if we could remove the Java flags dependencies from Elasticsearch executions using the GCI plugin. This issue remembers us to search how we move those flags configurations to inside the plugin, making that Java flags transparent for Elasticsearch executions.
