Command line tools on Windows

Description

We haven't verified that the command line tools work on Windows, and on pull request #375 they're being skipped.

Steps to Reproduce

1. Install on Windows
2. Try some command, such as ign topic -l

Expected behavior:

No errors printed

Actual behavior:

Unknown

I spent a little time debugging this for #216, and found a couple things to be fixed

• invocations of the ign command need to be prefixed with the ruby executable on windows (see multiple places in ign_TEST.cc)
• the logic for detecting an absolute path in cmdtransport.rb does not work on windows
