Tracking issue for untangling circular dependencies in workflow related stores.

Due to how the stores are built up, I assume this will need quite some restructuring of the stores.

@jmchilton since you are taking on several similar issues currently, is this something your already working on, or would like to work on? Otherwise I would like to have a look at this.

The PR I was interested in has been merged - I'm doing working on circular dependencies after #19857, #19860, and #19859. Maybe fork or merge #19860 and dag-ify this issue and we can re-evaluate after everything is merged? I'll work on other stuff for at least a few weeks.
