During local dev, I was confused why the server wasn't starting. Turns out graphile-worker's makeWorkerUtils function wasn't finishing successfully or throwing an error, and it ultimately seems like my local Docker server had crashed, making the DB inaccessible.
in any case, we should maybe throw a better error in this situation
