Update libvirt staging and prod setups to add Bookworm support

We currently use vagrant and libvirt with molecule to set up staging and virtual production environments. The environment configuration for both were last updated with the release of Debian Bullseye - given that it's EOL we should verify that the setup still works on Bookworm, and if not, update it and related documentation.
