Ideally, sdcibot would push all commits to apt-test/yum-test in a separate branch, open a PR, wait for CI to pass, then approve+merge it.
The main wins being that nightlies do not get a free pass from CI, and we can mandate approvals on the apt-test/yum-test repos.
