CI: Pin to Github actions to Ubuntu 22

Between 2024-11-05 and 2025-01-17 Github will be updating the ubuntu-latest label to use Ubuntu 24.04.

It is recommended that the runners using the ubuntu-latest label (here and here) be updated to instead use the ubuntu-22 label. This will prevent the impact of the change, though evaluating the migration to Ubuntu 24 (via the ubuntu-latest label) should also probably be done in the future.

Most of this all runs in Docker in the end, I'd rather just wait it out and see if any fixes are needed instead of adding extra work that then needs to be undone later.
