Make uploading the container in the build phase optional

When external contributors open pull requests, our CI tries to build and upload the container image to our image assets, but the permission is denied.

We should change this and have this upload made optional. As a result, the CI test phase might not find the container image and rebuild it on the different runners. As a result, the test run will be slower.
