I am willing to review the changes that can be made by anyone who can read/write Filipino language.

@genesisgabiola thanks for your interest in helping review!

From my understanding, it appears that the Filipino language doesn't have a ISO 639-1 code, but is listed as Tagalog (https://en.wikipedia.org/wiki/List_of_ISO_639-1_codes).

So for whoever wants to make this translation, let's name the file README-TL.md for this translation. When referring to this translation, we can refer to it as Tagalog/Filipino. If I misunderstand the connection between the two, happy to change it.
