Rails ActiveSupport::TimeZone MAPPING constant value is missing #484

Rails Docs

See the "Constants" section of each. DevDocs references the MAPPING constant but it's missing the value of the constant, which is a big hash.

This is because rdoc's default generator doesn't output the value of constants. Rails's API website uses a different generator (sdoc) which I haven't been able to use for DevDocs. We could also switch to YARD. Either way this is not a straightforward fix/change.
