[NeoForge 1.21.1] Missing recipes for scraps from Shears + Hats

Mod version 1.21.1-0.4.0

There don't seem to be recipes registered for [any hat] + Shears. The recipes still work when you put a hat and shears in a crafting grid, but when looking up recipes for the scraps you don't see those recipes, only the ones to get a higher tier scrap from 2 lower tier scraps:

I'm guessing this is because the different tiers of hats don't have their own tags so it's not possible to make recipes for it. Would be nice if that could maybe be fixed in an update, if it's not too complicated, since otherwise players might not figure out on their own how to obtain scraps to recycle their unwanted hats.
