Implement WASM

WASM allows users to write flux requests in any language they want. This makes handling an API request much easier.

• Implement WASM via Wasmer
• Implement the WASI interface
• Create the http_call import, supporting URL, headers, method, and body
• Support for debugging through logs
• Submitting the result to the logs as last entry & exiting immediately
• Gas metering
• Create an SDK for Rust
